Mt Evans was renamed

Mount Evans was officially renamed by the U.S. Board on Geographic Names on September 15th, 2023  (more details: https://tinyurl.com/hx86e7yj). New name: Mount Blue Sky. W0C ARM change will follow to reflect the change.

ARM update

The following changes were made in the newest version of the W0C ARM and pushed out to the DB: W0C/FR-003: Summit was renamed from Mount Evans to Mount Blue Sky.
